UPK: euen.cus File not being recognized by Knowledge Center

Symptoms

On : 12.1.0.2 version, Server

ACTUAL BEHAVIOR
---------------
After creating a euen.cus file, the customizations are not being read by Knowledge Center

EXPECTED BEHAVIOR
-----------------------
The customizations are viewed in the KCenter home page

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. create .cus file, add header information, along with custom string/resource info
2. save and ensure the .cus file is in the KCenter/bin folder under the installation location
3. re-launch KCenter and see customizations are not visible

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot see the customized KCenter home page.
