Symptoms
On : 12.1.3 version, after upgrading database to 12c, when attempting to connect to database with apps user
the following error occurs:
$ sqlplus apps/<passwd>
SQL*Plus: Release 12.1.0.2.0 Production on Wed Dec 20 07:13:38 2017

ERROR:
ORA-01017: invalid username/password; logon denied
