Update Action In Saved For Later Notification Email Throws Error: You Are Trying To Access A Page That Is No Longer Active. (Doc ID 2342488.1)

On : 12.1 HRMS RUP10 version, Learner Component

Update Action in Saved for Later notify email throws "...trying access page that is no longer active"

The issue can be reproduced at will with the following steps:
User entered External Learning entry.
They needed to go find more information so they clicked on "Save for Later".
The FYI "Saved for Later" notification was sent to the user as well as the email of that notification.
Note that customer does  have it set to auto-close FYI notifications.
User obtained the information needed and went to the email of the notification.
Clicked "Update Action" and Oracle displays the following error:

You are trying to access a page that is no longer active. You may have attempted to access to this page directly by bookmarking the page or copying the URL. This page does not support bookmarking. The referring page may have come from a previous session. Please select Home to proceed.
