Subscription Contracts Billing Schedule Calculation Not As Expected (Doc ID 2342503.1)

Subscription Line Billing Schedules are not honoring the setup with Period Start of "Calendar Month". The Partial Period is being calculated at the end of the Billing Schedule when it should be at the beginning.

Billing Schedules for Subscription Contracts should put the Partial Period at the beginning of the Billing Schedule if that is where the Partial Period exists.

The issue can be reproduced at will with the following steps:
1. Create a Subscription contract with a partial period in the beginning of the month (i.e. 5-DEC-2018 to 31-DEC-2018)
2. Add a Subscription Line and save it to price it.
3. Go to the Billing Schedule form. The Billing Stream defaults to 13 periods of 1 Month.
4. Click the Schedule button and the first Billing period is for 5-DEC-2018 to 4-JAN-2018. Expected 5-DEC-2017 to 31-DEC-2018.
