Error When Using Mobile Maintenance Offline Mode

Information in this document applies to any platform.
When attempting to use offline mode for Maintenance for EBS App, the following error occurs.
User don't have access to offline data, Please contact System Administrator.
The issue can be reproduced at will with the following steps:
1. Go to Mobile App.
2. Select Maintenance Organization =
Default First Page = Operations
3. See Work Orders List Filter with Horizon.
4. See Work Request List Filter
