Lot Controlled Material Not Allocating When Quantity On Hand Is One And The Allocation Should be One

On : 12.2.3 version, Pick Release Process

ACTUAL BEHAVIOR
---------------
Lot controlled material not allocating when quantity on hand is 1 and the allocation is for qty of 1

When Picking/Releasing an order where there is a quantity of 1 lot controlled item and there is only 1 on hand the replenishment move order gets created but it does not allocate even though there is 1 available and the order that is requesting the replenishment creates a reservation against the only 1 that is on hand

EXPECTED BEHAVIOR
-----------------------
Expect Pull Replenishment to allocate even though there is only one in the supply subinventory and this will make supply zero

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create Sales Order to be supplied from PACKI
2. FG is the supply subinv for PACKI -- it has a qty of 1 available
3. Item is Lot controlled
4. MO is created
5. MO is allocated, and cannot be manually allocated UNLESS the reservation is deleted, then it can be manually allocated

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot ship their sales orders if the Sales Order Quantity equals that of the supply subinv quantity.
