Unable To Set 0.95 On FA_TAX_INTERFACE.PRIOR_DEPRN_LIMIT Column (Doc ID 2343268.1)

This issue only happen on R12.2.

When inserting interface data in FA_TAX_INTERFACE, even if 0.95 is specified to PRIOR_DEPRN_LIMIT column, 1 is stored on DB instead of 0.95.

The incorrect value on PRIOR_DEPRN_LIMIT causes incorrect ADJUSTED_COST calculation for Extended Depreciation.
