User cannot query on form of Define Collection Plan, it always returns no records.
Expect to be able to query up collection plan
The issue can be reproduced at will with the following steps:
1. Go into the responsibility: Quality Super User
2. Navigate to Setup > Collection Plans > Security
3. Check user's group to see if user is included in user group and if grants are correct. If not correct. If all of that is correct
