DOR :Employee Self Service attachments dissapear

On : 12.1.3,
Attachments are getting deleted if cancel button is pressed on update in Employee Self Service >Document of record => Update link from person summary region =>Cancel button
The issue can be reproduced at will with the following steps:
1. Employee Self Service > Document of Records>Document of Record summary page
2. On the specific Document of Record >Update>Cancel button
3. The attachment has disappeared. Is no longer attached.
