Not able to proceed with data migration using HRMS Datapump when one record goes into error

Information in this document applies to any platform.
Even though Max_Errors_Allowed parameter in Pay_Action_Parameters is set to 1000, if one batch line errors, the Data Pump Engine is not proceeding with the next records.
Steps to Reproduce:
The issue can be reproduced at will with the following steps:
1. Run the program Data Pump Engine'
2. The program completes without any error
3. Check the data in hr_pump_batch_lines
4. All the batch lines after one single error line remain in 'Unprocessed' status.
