On the Forms Hierarchy Editor / Tree Viewer window, child items in the tree menu can be modified even though EDITOR_READ_ONLY is set to Y for the current form.
Users can modify the child items via use of hot key shortcuts like CTRL-C / CTRL-P to cut, copy, paste even though EDITOR_READ_ONLY is set.
After modifying the child items via use of hot key short cuts like CTRL-C / CTRL-P,when exiting the Hierarchy Editor a window will pop up with message:
"You have changes pending. Do you want to save them before performing the requested action?"
After clicking the Yes button, the changes can be saved.
When trying to copy and paste with CTRL keyboard commands on the form "Menu Viewer" with parameter EDITOR_READ_ONLY=Y, the change can also be applied on the pop up window when clicking the close (X) button.

6. Select hotkey Ctrl + X to cut a menu and Ctrl V to copy.
7. Close the form.
