Symptoms
On : 12.1.1 version, Setup forms and programs
When attempting to create retained earnings account in ledger setup,
the following error occurs.
ERROR

Value for the flexfield segment entity does not exist in the value set.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to General Ledger Responsibility
2. Setup > Financials > Accounting Setup Manager > Accounting Setup > Query the Ledger.
BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot complete ledger setup.
