Symptoms

When attempting to Ship Confirm a sales order the following error occurs

ERROR
Error: This action cannot be performed on all selected records.

Click on Detail button and one of the following message is displayed:
Error: The action can not be performed because the selected records are not eligible.

STEPS TO REPRODUCE THE ISSUE
1. Order Management Super User Responsibility
2. Shipping
3. Transactions
4.1. Find the order using Query Manager > Delivery Tab > Select Ship Confirm
       OR
4.2. Select Autocreate Delivery/Un-assigning the Delivery
5. Error message is displayed
