Timecards Stuck in Submitted Status with Workflow Error 'HXC_APPLY_NOTIFY' not Active (Doc ID 2345826.1)

Timecards are stuck in Submitted status with the following error seen on the Workflow

Error Message 3124: Process 'HXC_APPLY_NOTIFY' for item 'HXCEMP/' is not active.

Error Stack Wf_Engine.AbortProcess(HXCEMP, #FORCE) hxc_find_notify_aprs_pkg...hr_supervisor_approval(HXCEMP, RUN, hxc_find_notify_aprs_pkg..hr_supervisor_approval|) Wf_Engine_Util.Function_Call(HXC_FIND_NOTIFY_APRS_PKG.HR_SUPERVISOR_APPROVAL, HXCEMP, RUN)

Steps to Reproduce:
1. Log in into the Application
2. Create a Timecard
3. Submit the same for Approval
4. See that the timecard notification continues to stay in submitted status
5. Errors can be seen for the workflow notification from the Workflow Status Monitor
