Timecards Stuck in Submitted Status with Workflow Error 'HXC_APPLY_NOTIFY' not Active

Timecards are stuck in Submitted status with the following error seen on the Workflow side
Error Message 3124: Process 'HXC_APPLY_NOTIFY' for item 'HXCEMP/' is not active.

Steps to Reproduce:
1. Login into the Application
2. Create a Timecard
3. Submit the same for Approval
4. See that the timecard notification continues to stay in submitted status
5. Errors seen for the workflow notification from the Workflow Status Monitor
