Is There Any Way to Define Transition Between Escalation Reason ? (Doc ID 2346079.1)

Have 3 levels in escalation

* level 1
* Level 2
* Level 3

Need a transition between escalation level, should be able to escalate from level 1 to level 2 and level 2 to Level 3
and should not be able to escalate from level 1 to level 3 .Is there any such functionality ?
