Smartphone App: Product App Shows No Organizations When Organization Access Is Not Implemented (Doc ID 2346457.1)

Symptoms

On : 12.2.4 version, Mobile Applications Version 6

Oracle Mobile Product Information can login, pick a responsibility, but no Organizations are listed to pick from. 
User has access to all organizations, No records have been defined in org_access

ERROR
-----------------------
No error. I can login to Oracle Mobile Product App, pick a responsibility, not no organizations listed

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. User has access to all organizations, but cannot pick any in mobile.
2. select * FROM ORG_ACCESS ; -- returns no rows.

WORKAROUND
-----------------------
Add organizations using Org Access form to the responsibilities made available to Product App.
