Cannot Enter Zero Dollar Commitment In Order Management (Doc ID 2346470.1)

Cannot enter zero dollar commitment in OM

When entering a sales order, the user enters '0' for commitment amount .
However, the table oe_payments is not populated with the entered amount of '0' but instead null.

So when this information is interfaced to AR, this value ends up being null and does not apply commitment correctly.
Need to have this addressed as the functionally of entering '0' in the UI is expected to be the same in the table.

Entering '0' for commitment value should results in '0' and not 'Null'

The issue can be reproduced at will with the following steps:
1.Enter a sales order with 0 dollar commitment
2. Interface order to AR.
3. See that promised commitment line in null in interface tables.

The issue has the following business impact:
Due to this issue, users cannot enter partial commitments in OM
