UK Pay: User Can Set PAYE Aggregation Flag in Middle of the Tax Year Even if Exists a Terminated Assignment in the Same Tax Year

Problem Statement:
Application is allowing user to set PAYE aggregation flag in middle of the tax year even when there exists a terminated assignment in the same tax year.
Due to this behavior, terminated assignment is also considered under aggregation..
If FPS is run before setting PAYE aggregation, then leaving date is reported for terminated assignment.
If FPS is run after setting PAYE aggregation and there exists another active assignment in the same PAYE reference,
then leaving date is not reported. P45 processes and reports the terminated assignment in both the ways.

Steps to Reproduce:
The issue can be reproduced at will with the following steps:
1. Using UK HRMS Manager Responsibility, run Payroll Run
2. Run Prepayments
3. Run RTI FPS and notice the above
