Why Are There Duplicates In Hr.per_assignment_status_types table on 12.2.x?

Goal
After 12.2 Patch application we see Duplicates in the tables. One row as SET1 and the duplicate row SET2 in the zd_edition_name column
For example: hr.per_assignment_status_types table in these 2 new columns
ZD_EDITION_NAME "SET1" and ZD_EDITION_NAME "SET2" and ZD_SYNC all rows are marked "SYNCD"
When we do a describe we see both rows. We have custom reports that are stopping because of this.
How do we get rid of these duplicates?
