Quality Data Back-end And Front-end Visibility Differences

Goal
We have done following setup:
#There is multiple collection plans created, these plans are initiated based on EAM activity setup.
#For each plan there is a restricted user groups which can enter data only in their assigned plan at the EAM work order completion moment.
#There is a triggers(triggers e-mail notification) which go off at the moment when data is entered for 1st plan, so the next plan owner is informed that his attention on WO is necessary.
#Actual data entry's on first three plans hasn't to be saved, only last plan collects and save data.
#Previous setup is created for WO post-approval process, this makes multiple users to check this WO before it's finally closed by only authority who can enter data for last mandatory plan and close order.
The question is, as first three plans entries are cancelled (trigger goes of any way, so notification for next user is sent), no actual data is saved at front end (quality forms), but we have checked back-end table QA_RESULTS table and it contains previous in HTML form entered data. Is this a standard/normal functionality?
