R12.2: Period Close Exceptions Report (XML) Ends With Warning In Non English Environment (Doc ID 2348033.1)

On : 12.2.4 version,
Period Close Report(XML) ends with warning in Latin American Spanish Environment. It ends without any error in English Environment.

The issue can be reproduced at will with the following steps:
1. Log on Applications In Latin American Spanish Environment.
2. Go to Payables Manager Responsibility > Other> Concurrent > Submit 'Period Close Report(XML)'
3. Check the result

OPP log shows the following error:
