After Restart of the BI Publisher Server and Logging into BI Publisher Receive Error "Login Failed, Please Retry" (Doc ID 2348550.1)

After restarting the BI Server and attempting to log into BI Publisher with user previously defined, the following error appears:

Oracle BI "Login failed, please retry" after restart the server

The security model was set to Oracle Fusion Middleware and a new user created.

Afterwards the test user was able to log into BI Publisher.

But other previously defined users are still unable to login.
