Performance issue with process recovery form

EXPECTED BEHAVIOR

Process Recovery Form should not take long time to fetch the data for the transaction

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1.  Open Process Recovery form and query for the transaction to claim

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot take claim of eligible transactions.
