GB Pension Automatic Enrolment Process - Assignment Number Has NA Value (Doc ID 2349064.1)

Problem Statement:

When attempting to Run GB Pension automatic enrollment,
the following error occurs.

NA  Pension Classification is set to Eligible Job Holder, but
Eligible Job Holder
Date is not set correctly.

Steps to Reproduce:
The issue can be reproduced at will with the following steps:
1. Create applicant
2. Hire the applicant from 01-Feb-2018
3. Change hire date to 10-Feb-2018
4. add Pensions Information element with:
Pension Classification = Eligible Job Holder
Main Entry for Aggregation = No
Qualifying scheme exits = No
rest of entry values are empty
5. run GB Pensions Automatic Enrolment Process for Feb 2018
