Not Able To Cancel Service Order Line While Using Bill Only With Inventory Interface Workflow

Symptoms

Scenario - While using the Order line type Bill only with Inventory Interface workflow type , Order has 3 lines - 2 Inventory Transactable and one Non Shippable / Non Transactable Service Order Line. Now even while the Order is in Booked status and all lines are on Hold the Service order line moves to Fulfilled status and gives the below error

You are not allowed to cancel Order Line because:
Line has been Inventory Interfaced.

The line has actually not been interfaced non it is shippable nor the item is material Transactable.
In the Workflow activity the process shows as complete instead of Not eligible.
