Regular Earnings are not Reduced by 'Reduce Regular' Elements for an Assignment

One hourly employee has reported regular non-worked hours (e.g. PTO) that should reduce regular earnings and hours, but is not. Instead, the employee is paid full period hours plus the PTO hours. Other hourly employees with the same scenario do not have this problem.
The issue can be reproduced at will with the following steps:
1. Enter hours for non-worked hours (e.g. PTO) that should reduce regular hours and earnings
2. Run Quick Pay and find regular salary is not reduced by PTO pay/hrs
