Why Are Split Lines Put On An Export Compliance Screening Hold And Not Sent To GTM?

Goal
When using International Trade Management (ITM) Adapter to send order lines to Global Trade Management (GTM), some lines are put on an Export Compliance Screening Hold.
For example, an order with a total of 4 lines where 2 of the lines were sent from EBS to GTM and can be seen in the WSH_ITM_REQUEST_CONTROL table, but the other 2 lines are not seen in the table or GTM. Export Compliance Screening workflow activity has completed for the 2 order lines yet the lines are still showing an Export Compliance Screening Hold. Also note that the 2 order lines that are still on an Export Compliance Screening Hold are split lines, i.e.; line 1.2 and 1.3.
