Journal Import Errors: EM12 An Oracle error occurred when generating sequential numbering (Doc ID 2349704.1)

Symptoms

When running Transfer Journal Entries to GL it starts Jurnal Import in GL. This errors out for all the lines in the batch and all data is sent back to XLA tables.

Issue reported for Receivables (AR) module, however it may reproduce for any other module too.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. AR - XLA responsibility > transfer journal entries to GL
2. Observe this triggers journal import and fails
