IGIRSMTHP: IGI CIS Resubmit Monthly Returns Does Not Set Status To Working For Period Name and Errors: 'ORA-20001: error deriving header_id' (Doc ID 2349717.1)

IGIRSMTHP: IGI CIS Resubmit Monthly Returns

Symptoms

CONTEXT:
IGI CIS Resubmit Monthly Returns does not set status to Working for period name. 
Users attempt to resubmitt monthly CIS returns. They are able to create the file without any issues and upload it back to Oracle through the Add-Ins tab (using WEB ADI).
However, when manually running the IGI CIS Resubmit Monthly Returns job, they are not able to select the period name in the LOV. An error messages states 'No entries found for List of Values'.

When run the IGI CIS Resubmit Monthly Returns in upload mode, it should set the status to working for the period name in this table: igi_cis_mth_ret_hdr_h_all.
However, this does not happen, which is stopping from selecting the period name in the LOV.

Have recently applied Patch 26952991:R12:IGI:Bran igicisresupg.sql script before and after applying the patch from Note 2245682.1, but the issue still occurs.

CURRENT ISSUE:

After applying the above patch, the following error occurs while trying to upload monthly returns:
