Symptoms
For a Multi Operating Unit instance, Alert Fails with following error when the notification opened directly (without selecting responsibility first)
from Worklists and approved

APP-ALR-04050: Oracle Alert was unable to submit the concurrent program &VALUE. Contact your support representative.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Submit a transaction for Approval.
2. Approver opens and approves the notification directly from Worklists (without first selecting a responsibility).
3. Alert trigger fails and concurrent request fails with error APP-ALR-04050.
CURRENT WORKAROUND
----------------------------
Select a responsibility first (Example: Employee Self-Service -> All Actions Awaiting Your Attention) then approve the notification.
After selecting the responsibility, open the notification from Worklists also works.
