Quantity conversion check is only working when the deviation to the negative

The Quantity conversion check is only working when the deviation to the negative. Positive deviation of more that 100% does not trigger the error "The quantity entered is higher than the allowed deviation for the item. Please re-enter."
To recreate the problem, I create a new order, add a line and enter a pounds quantity that is greater than double the standard conversion.
The correct result would be for the message "The quantity entered is higher than the allowed deviation for the item. Please re-enter." to appear and prevent the user from continuing.
