On : 12.1.3 version, Universal Work Queue
When attempting to close the UWQ the following error occurs.

APP-IEU-241013 You Can Not Exit Universal Work Queue Since The Other Applications Are Using It

The issue can be reproduced at will with the following steps:
1. Open the UWQ and try to close it.
