Header Price List re-Defaulting After Changing Bill-To Customer

On Test: 12.1.3 version, FORMS User Interface

Price List disappearing from the Quote Header after filling out bill-to/ship-to information

Expect price list to remain (not change) after changing address info.

The issue can be reproduced at will with the following steps:
1. Login to EBS using Quoting Sales Manager resp
2. Create a new Quote
3. After entering basic quote header info, confirm price list field was populated
4. Change ship-to/bill-to
5. Come back to Quote main screen to see price list field now blank
