R12 Mobile App Mileage Claim Not Working When not connected to VPN

Mileage expense claim is not submitted via iOS Mobile App when not connected to VPN.

Report XXXXXX was not submitted but was saved successfully.

The same is working fine when connected to VPN.

The issue can be reproduced at will with the following steps:
1. Download Oracle Expenses Mobile app for app store on iOS mobile
2. Do not connect to VPN
3. Submit Mileage expense claim
