Copy Concurrent Request Is Not Showing All Previous Requests (Doc ID 2353303.1)

Symptoms

After the application Patch 22644544 "Oracle E-Business Suite Release 12.1.3+ Recommended Patch Collection 5 [RPC5]" and Patch 25146365 "Hardcoded String 'REQUEST' in Form FNDRSRUN for non_english languages", to fix an operating unit issue when copying previous requests, now previous requests do appear when clicking the "FIND" button without any filter.

Once a filter is entered, it returns the previous requests. This is not consistent. It works for "Active Users" requests, but it does not work for "Invoice Register".
