Cost and/or Conversion Rates Are Missing For Some Planning Resources While Updating Workplan

Symptoms
On : 12.2.3 version, Costing Setup
Cannot update Quantity Plan for some resources in Project Workplan.
ERROR
-----------------------
GO to Project number >>Workplan>>Task. Then update the Planning Resource Details, and then click 'save'. The error messages below now appear:
"Invalid or missing raw cost rate "
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. GO to Project super User responsibility > Projects: Delivery > search project > click on Project number >Workplan>>Task
2. Then update the Planning Resource Details, and then click 'save'
3. The error messages below now appear
