FNDCPASS Errors Out With "Unable to change the password for..." (Doc ID 2354243.1)

E-Business Suite R12 Application Object Library, Basic SysAdmin Functions and Maintenance issues.

After database upgrade, clone or other system updates administrators are unable to change user passwords (including <SYSADMIN_password>) using FNDCPASS utility on E-Business Suite R12 instances using the 12c database (rdbms In some cases no error is received, in others the below error may appear in the FNDCPASS log file:


Unable to change the password for fnd_user <SYSADMIN_user>.

The issue can be reproduced at will with the following steps:
- Run FNDCPASS to change <sysadmin_user> password and the same may occur for other users.
