Symptoms
ACTUAL BEHAVIOR

Rate Record condition is ignored when a custom Rate Offering type is used with a single attribute - EXTERNALRATINGENGINE.
Any cost apply condition from Rate Record is ignored, and the planning is done without checking the condition.
EXPECTED BEHAVIOR
-----------------------
Rate Record condition should not be ignored.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create your own Rate Offering Type - Contract and Rate Management > Power Data > Contracts > Rate Offering Type
and add only one attribute type - EXTERNALRATINGENGINE.
3. Plan the order >> it can be observed that the Rate Record condition is ignored, OTM will request rating information from external rating engine without evaluating the Rate Record.
