Iprocurment Performance Issue When Submitting Requisition

On iProcurement 12.1.3 when attempting to submit a new purchase requisition, the following error occurs after waiting 30 seconds:

HTTP 500 Internal Server Error

The issue can be reproduced at will with the following steps:
1. Go to iProcurement and create a new requisition
2. After clicking submit, the error occurs.
3. After closing the page and reopening iProcurement, can see that the document was created

Due to this issue, users cannot create a requisition without experiencing a performance issue which causes the page to timeout.
