Symptoms

ACTUAL BEHAVIOR
---------------
When Commitment Count is set (e.g. 10 Shipments per day) to a carrier and the Bulk Plan Parameter "PLAN Shipment With Carrier Commitment ' is set to TRUE, some orders are failing to plan, even though capacity remains for future dates or other carriers.

EXPECTED BEHAVIOR
-----------------------
It is expected that all the orders to be planned and if the commitment is achieved, then the remaining orders to be planned next day.
