RTI Early Year Update EYU Reports Employee Already Reported On FPS (Doc ID 2354839.1)

When trying to run an EYU the process is also picking up an employee who's figures have already been reported via the FPS.

Expected behavior
Expected for employee to have no figures reported in EYU since the same have been reported via FPS.

Steps to reproduce
The issue can be reproduced at will with the following steps:
1. Run EYU 14/15 > check employees reported
