R12.1:CE: Error "GL Date That You Entered Is Not In An Open Or Future Enterable Period" Trying to Import Bank Statements

Symptoms

On : 12.1.3 version, Bank Statement Load and Import

When attempting to import a bank statement,
the following error occurs.

GL date that you entered is not in an open or future enterable period

The issue can be reproduced at will with the following steps:

1. Responsibility: Cash Management
2. Path: Bank Statement Interface
3. Query a bank account / bank statement
Statement Number: 180123
Statement Date: 23-JAN-2018

4. Select the Errors button
The following error is showed:

GL date that you entered is not in an open or future enterable period.

Cannot import the transactions using the Bank Statement Import.
