Symptoms
Using Oracle EBS 12.2.6.
For some scheduled requests, the following error message appears intermittently in the request log file:

AFPSRS cannot resubmit your concurrent request <request id>. You have entered an invalid request start date and time: 24-01-2018 10:31:35. Could not submit your concurrent request or report.
The request is scheduled to run every 2 minutes. The concurrent manager runs the request with interval=2 minutes successfully for a 1 or 2 hours, and then suddenly gives this error.
