One Responsibility Not Appearing For Only One User In The EBS Home Page

Symptoms

On 12.1.3 version, User Interface (UI)

ACTUAL BEHAVIOR
One SLI CA PC Inquiry - SLI - M M MBU responsibility is not appearing for one user (JDOE) in the home page that was added some time ago.  The responsibility is when the user does a switch responsibility from java applet, but the same responsibility not visible in the html page home page.

Added the same responsibility to another account and can see it.
 
This occurs on production and all non-production instances only for this user.

EXPECTED BEHAVIOR
Expect the SLI CA PC Inquiry - SLI - M M MBU responsibility to appear for user (JDOE).

The issue can be reproduced at will with the following steps:
1. Log in as the JDOE user.
2. Attempt to access the SLI CA PC Inquiry - SLI - M M MBU responsibility.

The issue has the following business impact:
Due to this issue, the user (JDOE) cannot access the SLI CA PC Inquiry - SLI - M M MBU responsibility.
