Pre-qualifying Tiers Are Not Working On Volume Offers (Doc ID 2359012.1)

Pre-qualifying tiers were not working with volume offers. We followed the instructions on note 2065419.1 to set the QP: Satisfied Qualifiers Option profile at the Site level. However when we do this, pricing performance degrades and processing time is doubled. Can this profile be set at the application level? We do not want to change this profile as it will impact the customer to customer service rep processing time.
