Symptoms

On : 12.1.3 version, Journal Import

Actual Behaviour:
When receipt having tax amount as ZERO / BLANK (Adhoc Taxes), Journal Entries are generated with zero amount or with blank. 

Expected Behaviour:

Journal Entries should not generated if the tax amount is zero amount or 
Blank for PO-Receipt 


STEPS

The issue can be reproduced at will with the following steps:
1. Go to General ledger Responsibility
2. Journals > Import > Run

Due to this issue, incorrect journal entries are getting generated.
