Forgot Password Assistance Link Fails With Error 'Message Not Found. Application: FND, Message'

On : 12.1.3 version, iReceivables

When attempting to use the Login Forgot Password Assistance Link
the following error occurs:

'Message not found. Application: FND, Message Name: UMX_LOGIN_HELP_UNEXPECTED_ERROR'

The issue can be reproduced at will with the following steps:
1. Click on Login Forgot Password Assistance Link
2. Same error happens for Forgot User Name option

The issue has the following business impact:
Due to this issue, all of our external iReceivable users are having issues in resetting their passwords.
