When using Cybersource Credit Card token integration Cybersource Settlement Fails With IBY_0001

Symptoms

On : 12.1.2 version, FC Core

 Authorizations with Credit Card Token Cybersource Integration are triggered as Voice Authorization and settlement fails due to Voice authorization details that are not present in Cybersource.
Cybersource has just the authorization for Credit card token.There is no authorization for order ONT.., hence Settlement fails with error

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Order Management > Create order with credit card token that is created using Credit Card Token Cybersource Integration
2. Voice Authorization details are stamped on the order
3. Settlement fails with Cybersource as Cybersource has just the authorization for Credit card token.There is no authorization for order
