R12 CIP Amount Become Negative When The PRC: Load/Update/Refresh Base Summaries and PRC: Load/Update/Refresh Performance Data Are Performed

Symptoms
On Capital Projects form, for old projects the following behavior is happening:
ACTUAL BEHAVIOR
----------------------------
On certain projects the CIP Amount becomes negative
even if the assets are interfaced to Oracle Assets
and the projects are not allowing capitalization anymore.
This issue is not happening for the new projects, only for the old ones.
EXPECTED BEHAVIOR
----------------------------
CIP Amount should not be negative and should not be affected by the execution of these concurrents
STEPS
---------
The issue can be reproduced at will with the following steps:
1. Projects responsibility > Capital Projects form > query for the old project number which is not having the negative CIP Amount
2. Execute the following processes:
PRC: Load Project and Resource Base Summaries ( Extract Commitments Data = No )
PRC: Update Project and Resource Base Summaries ( Extract Commitments Data = No )
PRC: Refresh Project and Resource Base Summaries
PRC: Load Project Performance Data (no project number as parameter)
PRC: Update Project Performance Data (no project number as parameter)
PRC: Refresh Project Performance Data
3. Projects responsibility > Capital Projects form > query for the same old project number and observe that the CIP Amount became negative
