"NI number prefix is invalid" Error After Patch 24693515 When Hiring a New Employee (Doc ID 2362065.1)

Problem Statement:

After applying  <patch 24693515:R12.PER.B>, when attempting to create an employee record in self service using Manager Self-Service, the following error occurs:

NI Number prefix is invalid.

Steps to Reproduce:
The issue can be reproduced at will with the following steps:
1. Manager Self-Service
2. Hire
3. Enter in employee details
4. Submit transaction for approval
5. Run the workflow background process
6. Transaction ends in error

What is working:
Issue occurs only if the NI numbers start with the prefix introduced by the <patch 24693515:R12.PER.B>
It does not errors for the older prefixes.
If the profile option NI validation is set to Warning on fail error does not occurs.


Apply <patch 24693515:R12.PER.B>
